activating new iPhone 11 Pro

I'm trying to activate a new iPhone 11Pro. The old phone says "Finish on New iPhone". The new phone says "it may take a few minutes to activate your new phone". It's been an hour and a half and still no progress as far as I can tell. And advice?

Force restart the iPhone 11 Pro as follows:

  • Press and quickly release the volume up button
  • Press and quickly release the volume down button
  • Press and hold the side button until the Apple logo appears
