I can't add my credit card

Hello,

I am honestly super frustrated currently. I wanted to purchase an app from the App Store but I have only a bit over 1 Euro on my Apple ID. When I try to add funds or add my credit card, apple keeps declining my credit card. I suppose it is because my ID is set on Germany but I live in Switzerland now and bc of that also my credit card has a Swiss billing address. However, since I have a bit over an Euro on my ID, I also can't change my country/region to reflect the new, Swiss billing address.

I called apple support but they are not helpful at all and didn't know what to do.

So any ideas on what I can do now? Honestly didn't expect such a crappy customer support from apple. This is kind of ridiculous.
