Why can’t I receive or send text messages to none iPhone devices

To do so, you need to have an SMS/MMS plan in place with your cellular provider. Contact them to get a plan added to your account. If you have a plan, then you need to work with them to troubleshoot the problem, as SMS/MMS is a cellular provider feature. There are no settings on the iPhone for SMS.
