I don't know the answer for sure, since I don't have access to the old software you are referencing. If you are using your 2020 iPhone SE to record the traditional formats for photos and videos I don't see why they wouldn't work with your older software. Check the Help menus for iMovie '08 and iPhoto '08 to see what formats they are compatible with. Then see if your iPhone SE records in those formats.

I do know that the new HEVC video format and the HEIF photo format that the newer iPhones use will not work with the older iMovie software. Probably not with iPhotos either., although not sure about that. However, you can use your iPhone settings (Settings/Photos/Transfer to Mac or PC/Automatic) to export in a more compatible format, and you should be fine. You can also choose on your iPhone to not record in HEVC or HEIF.

Those old applications might not support the Cloud. You could try and see.

You might be able to use the Image Capture app on your Mac to import media to your Mac. Or use the import procedure that iMovie '08 describes in its Help menu. Also, you should be able to export photos and videos from iPhotos (File/Export) to your desktop, and from there drag them into iMovie.

Your software is really old, so I am not entirely familiar with what options were available back then. You might consider getting a new computer if that is in your budget. With a 12 year old computer you are nearing the time when the drive is going to fail and you will lose all of your data. So, if you haven't done so already back up your computer to an external drive, perhaps using Time Machine, to avoid a catastrophe. If you get a new computer, don't get one running Catalina or none of your legacy software will work with it.
