new SE phone

I notice that the new iPhone SE has an feature to have two numbers, personal and one for business. Is this a software update that would allow other phones like my iPhone XR be access to?

It is not a software feature it is a hardware feature, it has dual SIM capabilities with one being a eSIM and the other a physical SIM. The XR has the same capability.
