MAC OS 10.15.3 Permissions Question

I can't change permissions on a downloaded disk (Turbo Tax) It say I can only read, then below under name and privilege its says I can read & write. When I place it in the applications folder It just shows as an alias with no rights.

No permission to access my own files. After my MacBook Pro updated to bid Sur many of my programs now say they cannot complete an operation or open a file because I do not have the correct permission. I am the owner and sole user and I did have full permissions on everything before. Disk utility didn't fix it and none of the online help instructions worked. what can I do? Will Apple release a fix?

I just solved this problem. To get the 2019 version to work, I had to remove all previous versions. This is the first time I've had to do it. I hope this saves time for others.
