Increase iPhone storage

I have iPhone 11 Pro 256 GB, the memory is full, how I can coordinate between iPhone storage and iCloud storage so that my photos and videos still appear on iPhone but I still have memory?

iCloud Photos keeps all your photos and videos in their original, high-resolution version. You can save space on your device when you turn on Optimize Storage.

On your iPhone, iPad, or iPod touch:
