How to get out of handicapped mode iphone 4s

I have an iPhone 4s that appears be in a handicapped mode.

How do I get it out?

Reset does nothing.

sliders do not work; some work if tapped twice.

Cannot get to many settings.

Cannot advance screen downward.

Speech describes each action.

the active button has a black boundary.

iPhone 4s, iOS 9

Then you aren’t pushing fast enough. However, there are other ways to get out of accessibility mode. First, note that anything that you would do with one tap now requires 2 taps, one to select the control and the second to choose it. Knowing that, go to Settings/General/Accessibility and turn off the problem setting. Or connect it to iTunes on your computer, and there will be a button in iTunes for editing accessibility.

The Wi-Fi issue is unrelated. Is the Bluetooth switch also not responding? If it’s both switches you may have a failed radio chip in the phone; Wi-Fi and Bluetooth share that circuit. If it’s just Wi-Fi first try just restarting your phone. If that doesn’t fix it go to Settings/General/Reset - Reset network settings. This will delete all of your “known” Wi-Fi networks, so you will have to re-enter passwords, but you won’t lose any data.
