I am confused on how to bring back my IPAD. It says it is disabled and to connect to iTunes. How do I even do that when it's disabled?

Was first locked out on my iPad, then it totally would not come on at all. this started because of not knowing my password. Was told that iTunes could possibly get it open again, is this the right information? please help
