I bought an iphone XS today and just upgraded my icloud storage to transfer my downloads, data and camera roll to the new device. My iphone 7 has been backing up icloud data for the last 4 hours, initially it said 26 minutes remaining, a little while later it said 1 hour remaining, then 2 hours remaining, now it says 3 hours remaining. Will it ever fully backup?

That is a good question. At some point, I would stop the backup and back the phone up to a computer. I am not keen on iCloud phone backups. Too much seems to go wrong. Please see this read About backups for iPhone, iPad, and iPod touch https://support.apple.com/en-us/HT204136

Try do a backup and restore using computer iTunes.

How fast is your Internet upload?
It has been charging the whole time, battery is currently at 100. My internet speed is usually pretty quick i just tested it and got 15Mbps.
