iPad hasn’t been used for a bit and when just tried to charge its not charging

Depending upon the definition of "hasn't been used for a bit," I surmise that the battery has been depleted beyond recovery.
Try leaving it on power/charge for 24 hours, or so.
If the battery does not come alive in that time, the battery in that iPad has failed and is dead.
