My ipad is misplaced & is offline, so 'find my iphone' can't locate it.

I'd already tried this. I don't have an iphone, I have a samsung so I can't download an app.
I tried contacting apple support but I can't get technical support as the device isn't under warranty.
When I used the search function it simply dais my device is offline so can't be located.
