Can't send regular text messages (SMS)

I cannot send SMS messages to anyone, I can only send iMessage. My phone has been updated to the most recent software and I have tried all steps posted by apple to fix.

iPhone X, iOS 13

Have you contacted your carrier for this issue? They provide you with SMS feature.
