My bank says my browser is blocking cookies and will not let me access bill pay.

On the menubar, click on Safari, Settings for this website. Next to Pop-up windows, does it say 'blocked'? If yes, move your mousepointer to the right side until you can change it in 'Allow'

In following your instructions, I get a drop down window from the address space. It states "Pop-up windows: Allow"
