i forgot passcode to iphone and it will not restore. i get error 9

if you have a profile on your device u will need to contact you IT dep
as the profile can be the main reason you cant restore the device
you can consider it as like an extra protection on the unit that you have
so the IT in your company needs to take a look at this issue

Might be. Ask your company IT admin/supervisor, before making further attempts.
