can i report it as stolen iphone to activate lock icloud to save my information and account ?

You can follow the steps in this article:

If your iPhone, iPad, or iPod touch is lost or stolen - Apple Support


You should also report it stolen to your local police. And make sure to notify your carrier that they should block the sim card you had in it.

Your passcode lock will protect your information as long as you had that on.
