Adding Categories to transaction pop menu

So I am having issues trying to figure out on this iPad how to add my new categories I made on the on the budget page summary to the pop up menu. So that I can add the correct amounts into my actual budget on the budget summary page.. I cannot seem to figure out on my iPad how to make this happen I cannot seem to find the pop-up menu area to make the changes
