Camera Shutter sound

I recently bought an iPhone 11 and there seems to be some problem with the camera shutter sound. Whenever I take a photo, there is a camera click/shutter sound which is normal but even when I turn my silent mode on by switching the button on the left of the phone, phone still makes the sound when I take a photo. I tried turning down the volume, the ringer volume and everything else but phone is still making the shutter/click sound whenever I take a photo. Not sure if its a bug with the new iPhone or what?

Phones made for some markets (Japan as an example) can not mute the shutter sound.
