iPad text messages will not send via cell number

iPad does not send text messages via my cell number, only my email address shows to the recipient

text message is only sent and received by email Setting up my iPad and I can't change the send/receive for texts from my email address to my iPad phone # in settings. It is grayed out. turned off messages in settings, powered down for 15 min., turned messages on, send/receive still grayed out.

Do you own an iPhone? If not, then you can only send messages to other iPhones/iPads, and it will show your Apple ID.
