iTunes account disabled

I am trying to back up my current phone in ICloud, but it is requiring me to buy additional data, which is fine. But, it keeps saying to update my payment method. When I try putting my another cards information in, it says that my iTunes account is disabled. How do I un-disable my account?

 Apple ID disabled - Your account has been disabled in the App Store and iTunes


Contact iTunes Support. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.
