How can you remove the old tv and remote settings if it’s already on the phone when purchased new?

Please elaborate.

Do I understand you correctly, that you purchases a new unused iPhone, for which you did a setup from factory settings, and it still contained old TV and remote settings that are not current for you?

Some settings may be copied from the cloud through your Apple ID account. Could that be it?

Can you indicate a bit more, where you see these settings, and how these shouldn’t be there?

For AirPlay and the Apple Remote, you would see Apple TV sets that you can connect to, even the ones from your neighbor, if they haven’t locked it down properly. That is live discovery, and not old settings.
