downgrade plan

I am paying too much to the iCloud storage plan monthly. I want to downgrade that to a lower cost. what are my options

Why can’t I downgrade iCloud storage plan to the 5GB free plan even I have reduced my iCloud storage size to less than 1 GB? My 50 GB plan to be expired on tomorrow (30/9/2023). I want to downgrade it to the 5 GB free plan, but it won't let me kick on "Done" to confirm the change.
