Can children under 13 use FaceTime?
My daughter has an Apple ID and she is unable to make FaceTime calls on her iPad. She can make them on my WiFi only iPad, so I’m wondering if it has to die with her kid account.

See here on how to do a FaceTime call: https://support.apple.com/en-us/HT204380. She should be able to do it.
