why do i need to update ios to erase all data?
is it necessary to update ios just to erase the phone so I can give it to somone else?

Not necessarily but it's a good thing to keep it up to date for security.
Also, take a look at the article what to do before giving your iPhone to someone else to make sure you do it correctly and that activation lock is turned off.
