Dictation & Scribble are missing on my Apple Watch Series 3 in Messages when chatting with an Apple user.
But when I am chatting with a non-Apple user the options are available.
Other people with Apple Watches that I know do not have that problem.
I have tried restarting my watch, but the issue remains.
Why is that?

I have set my watch and iPhone in English & the region in Germany.
As I mentioned earlier people I know also have their watches set in Germany as region & have dictation & scribble, so me not having it is odd.
I am even using a couple of German apps which support dictation and scribble in German.
