I can’t update my iPhone 7 to iOS 13

im trying to connect my Apple Watch to my iPhone 7 but it can’t because i need to be running on iOS 13 and my phone won’t update past iOS 12.44 how can I update my phone to iOS 13

If you have an iPhone 6 as shown in your signature, it can not be upgraded beyond iOS 12.4.4.

Not if it has been updated to Watch OS 6.
