You can install Windows using Boot Camp Assistant or using a virtual machine like Parallels, Fusion, or VirtualBox. MS Project is a Microsoft product. You'll have to ask Microsoft why there is not a Mac version.

Probably Not - Use an AASP:
You are welcome. Those are third party software products, holding their own licenses (being nothing of Apple's). So, an AASP (Apple Authorized Service Provider), most likely would install them, being that they troubleshoot Macs in many more ways than just Apple devices (installing software, syncing printers, etc.). So locate your nearest Apple Authorized Service Provider (AASP) for assistance.
As for VM software, I'd install one or the other -- not both -- as any user may get confused between similar programs.

A Virtual Machine: Windows-in-a-window:
While your macOS is running itself in the background, you would access this operating system through a window on top of it.
Indeed, it is nifty software for a workaround to using Windows-only compatible software, along with 32-but only compatible software on a 64-bit builtin macOS: Catalina
Where to Get these:

Look into it. I think it is just want you need.
Boot Camp Assistant is already on your computer.
VirtualBox is a free download, you will have to purchase Parallels or Fusion if you choose to go with those.
You will have to purchase Windows and Project from Microsoft.
Microsoft Project only runs on Windows. You would have to ask Microsoft why they haven’t made a Mac version of Project available. There are a number of proprietary, open-source, and web-based alternatives to Microsoft Project. Here is one example (out of many): https://www.projectlibre.com/product/projectlibre-open-source
No one here can tell you which one is best. You will have to do the research yourself and pick the one that best meets your needs.
You could initially use the Merlin Project which is a native, subscription Mac application that can export its data to several project management applications including MS Project. It is also available for iPhone and iPad. Thirty-day free trial. Designed and developed for project managers by professional project managers.
If I were still managing multiple, high-value projects, and wanted a proper PM tool on my Mac, this would be it.

I use Microsoft Project on my Windows 10 virtual Machine. Works 100% as intended.
What is a virtual machine ?

Yes if what you mean by 100% efficient is that it will run as though installed on a Windows PC.
