Thank you for using Apple Support Communities! I understand that you're unable to turn off VoiceOver on your Apple Watch, and you're unable to pair it with your new iPhone as a result. I would be happy to help provide steps to take for this issue.
If you're unable to access the Settings app on your Apple Watch, you can also try asking Siri to turn VoiceOver off, or triple-click the Digital Crown on your Apple Watch:

With VoiceOver enabled you'll also want to double tap, instead of single tap, on each item you select on screen. This would also apply to entering your passcode. If you need to remove the passcode on your Apple Watch, you can do so by following the steps here:
