When I check for the latest iOS my iPhone 5 indicates it is up to date with 10.3.3 and is not picking up the fact there is a 10.3.4 update, how can I get the latest update when the phone cannot find it.

Ok, it’s actually my friends phone so I have checked with him. He tells me it is a 5c . So. I guess that a 5 c is up to date with 10.3.3?
Yes. iPhone 5c cannot be updated past iOS 10.3.3. It was released 7 years ago and is now quite out of date.

You need to do nothing, the 5c isn't affected, only the iPhone 5 is.
From what I have found it looks like 10.3.3 is the last update for the 5c
