Can't access QuickTime Player

Using MacOS 10.15.1 Catalina on my MacBook Pro. For some reason my QuickTime Player app is hung up in the iCloud. The icon appears on the Dock but when I double-click on the icon it just brings up Finder showing the app in the Cloud.


How can I download or restore the app?

That is a Finder window allowing you to select a file to open a file. To get the old behavior open System Preferences and click on your name to open your iCloud account. Click iCloud and then click the options button and remove the checkmark for QuickTime Player.
