cant update my iphone 5c to 10.3.4

how do i update iOS software on 5c to 10.3.4 when it tells me 10.3.3 is fine

You don't. The iPhone 5c isn't subject to the GPS issue which 10.3.4 patches, so Apple never released that version for it.
