send/receive text messages from non-iphone

why can't i send/receive text messages from non-iphone users on my ipad

To do that, you have to be connected to your iPhone using the setting for Text Message forwarding on the iPhone. The iPad cannot send to non-iOS devices, and requires the iPhone to do that.
