Activation lock

I got a iPhone second hand and the original owner doesn't know their apple Id stuff is there anyway to by pass the activation lock

Activation lock can not be bypassed. If the previous owner can not, or will not remove the lock, the phone is useless to you. If possible, return it for a refund.
