Delete "Top Hit" webpages in Safari = Settings>General>Restrictions>Websites>Specific Websites Only>you'll see below "ONLY ALLOW THESE WEBSITES" are listed websites. Left swipe on the website you want to delete and "Delete" appears, tap "Delete." Last step is tap "All Websites" so it's ticked. See that "Specific Websites Only" is NOT ticked. "All Websites" should be ticked, then exit.

Delete "Top Hit" webpage = Tap "Settings," tap "General," tap "Restrictions," tap "Websites," tap "Specific Websites Only." Below "ONLY ALLOW THESE WEBSITES" are listed webpages. Left swipe on website you want to delete and "Delete" appears, tap on "Delete." Now that website won't appear in "Top Hit" anymore.

Thanks for your help. Unfortunately, the "Top Hit" still remains when you clear your history. But I found these steps worked.
