Using Apple keyboard on iPad Pro, cmd-tab switching now doesn't work properly after iPad OS 13.1 update. Cmd-Tab brings up switcher but you need to use finger to select app to move to.....is this a bug?

This is not a known problem. With a new operating system bugs can appear without Apple's knowledge. I ask that you please submit a bug report so Apple can address them in future updates.
This is happening with me as well. The App Switcher shows up and ou can navigate by pressing the TAB but it doesn't "select" when I stop pressing the cmd button.

Try updating your iPads to iPadOS 13.2.2 that was released yesterday by Apple.
It fixes a bunch of issues.
