Is it possible to sync reminders between my iPhone and iPad, if so how?

Did you upgrade reminders yet? According to Apple support article, once you upgrade all devices and upgrade the reminders pp, they should all sync again.

FWIW, I have updated my phone and my iPad to iOS 13 but did not upgrade reminders yet. I just tested, and my reminders sync anyway even though I did not upgrade the reminders app.
