I can’t find my iphone but it in my devices but I can’t put it on “find my iPhone “

Did you have Find my iPhone enabled before you lost it? If you didn't, there's no way to turn it on remotely. But if you did and it's not being found, that would mean it's not powered on and connected to a network. If it's not and not connected to a network, you can't track it.
