Hi - If I optimize photos/videos on my iPad, will it automatically optimize them on my iPhone? I would like to keep the full size photos/videos on my iPhone. I have iCloud Photo Library enabled and I also have my photos/videos backed up on my PC. Thanks!

No -- there is an optimization option on each device. It only optimizes on the devices where you have turned that option on.
