How do i download from the cloud

You should have set up the new iPad from the backup of the previous iPad. If you have the old iPad, I'd recommend you start over. If you set it from the backup, your game data will be there. If you go to your purchased library to download the games, yes you can download them to your new iPad, but I don't believe the game data will be there.
