If I change an iMessage to a regular Text message to a person with an iPhone but they phone off will it still go through?

they can't receive the message if there is no cellular data. But with wifi , it will work

When their iPhone is off they will not receive it. But as soon as they open (On) it it will come through.
I mean “off” as in the phone bill isn’t paid
