I'm interested in buying an apple watch series 4 GPS + Cellurar as a gift. My friend lives in Poland and I'm just wondering if i he can use the watch with the foreign network. Please, advise me.

Cellular Carriers that support the Apple Watch, which models, and the radio frequencies each model uses:

Cellular Apple Watches are regional, so you MUST make sure that A) the person you are buying the Apple Watch for is using a carrier in their country that supports the Apple Watch, and B) the model is one supported by that carrier.
