What payment exactly?

If the iTunes or App Store tried to charge you and failed, you will need to complete that payment. There's no way around it, as its a legal binding transaction now and you must fulfill your side of it.

Once the payment is complete, you can contact iTunes Billing for a refund however: iTunes Store - Contact Us - Official Apple Support

Turn it off if you don't want to use it.

If you have a pending payment in the AppStore, you have to pay it first, and then request a refund if it was an accidental purchase.
