Itunes Disabled

My iTunes account is disabled. I tried changing the password but that didn't do anything. I think its because I disputed charges on my credit card and some of those charges may have been linked to my iTunes account. How can I pay for them using a new card and how do I get my iTunes account working again?

Contact iTunes Support in the country where you live (and which is therefore the country on the account) and see if they can/will re-enable it : If you see a message that says 'Your account has been disabled in the App Store and iTunes’
