Start here: If you see a Cellular Update Failed or Apple Pay Not Available alert after iOS update or restart - Apple Support


As this may indicate there's a hardware issue, either Contact Apple Support or make a Genius Bar appointment to have the issue diagnosed and what options you have to correct the issue.
