Apple watch series 3 running 5.3 should have irregular rhythm notifications
working but I still get the message that is it now avlaible in my region. Phone, watch and provider all from Canada.

According to this link both heart procedures are approved for Canada.... https://www.iphoneincanada.ca/watch/health-canada-approves-apple-watch-ecg/ Maybe it's just a delay in implementation. I would call the health authorities in Canada.
I updated by Apple Watch to 5.3 and phone to 12.4. Now i can see the ECG app on apple watch and when i try to set it up on phone it says its not available in your region.
Before the update it didnt show the ECG app on the watch and the option to set it up.
Its not working for me.
Then it is time to call Apple.
Has nothing to do with the health authorities. It’s already approved and Apple Has launched it. It’s a software issue or hardware.
It can also be a carrier issue.
But have you updated your iPhone to iOS 12.4, your Watch to watchOS 5.3, restarted each of them and then tried again?
Both updated and both restarted still not working
Contact Support and get one to one advice about using a newly released feature in your Apple Watch Series 4. If its a bug in the iPhone software they should be able to identify it.
