Cannot connect non-iOS device to new iPhone XS. iOS devices connect just fine

Does the name of your iPhone contain any special characters, such as an apostrophe, such as Chris's iPhone? Many times, Windows has a difficult time handling special characters in the name of a wi-fi connection. Not sure about the Samsung phone, because I've never used one. You can try powering both devices off/on and then try again. Otherwise, I have no other thoughts, sorry.

Thanks again. The solution ended up being 2 part. I removed the _ underscore from the ID and had to change my hotspot password to letters and numbers instead of my long standing all numeric password that I used successfully with my old iPhone 7. Could be coincidence, could be network voodoo. So thanks for asking the questions that got me pointed in the right direction
