Option to Gift an iOS App in App Store is gone?

I tap on the "..." but the Gift option is gone. Is this feature no longer available or is there a new way?

Good question. I don’t know what happened. It’s still supposed to be working per Apple’s latest writeup.

iTunes gifting still works, but apps do not.

I am using iOS 12.3.1 as well.

You may provide feedback to Apple if you wish.

I will likely do so as well.
