Siri not recognizing any voice during setup

When I enable listen hey Siri it takes me to setup , however when I say he siri or any other word the setup does not seem to receive it.

I have checked the microphone its working fine with other apps.

When i use the side button for siri it works fine. My iOS is 12.3.1 and iPhone XR. I think this problem happened after update
