2 devices withe same Apple ID be in family sharing

Can 2 devices with the same Apple ID be in family sharing or does there have to be a separate I’d for each device. Ie child has both an iPad and iPhone attached to his child’s ID account?

iPad mini 4, iOS 12

You invite the Apple ID, not the device. If the Apple ID is listed in Family Sharing, there isn't a need to invite the ID again. What is the problem that you are seeing? Has the person tried signing out of iCloud, the App Store/iTunes, and back in on the device that isn't working properly?
