Creating custom ringtones with iTunes 12.9

I have created several custom ringtones in the past using music purchased through the ITunes Store. Today I attempted to create a new ringtone and got as far as seeing the new mp4r file in the tones section on my iPhone after I synced it to iTunes 12.9 on my IMac. The issue is the tone is grayed out and won’t sync to my phone. My guess is Apple has taken away the ability to create custom made ringtones because of all the lost revenue from people making their own. I refuse to use GarageBand. Any ideas?

Apple is not messing with you or trying to prevent users from enjoying their experience. GarageBand is the only way to create custom ringtones unless you have Logic Pro X.
